Minutes of Llanboidy Community Council Meeting Held on Wednesday 06h May 2015 at the Market Hall Llanboidy
Members Present:
Chairman – N Thomas
Councillors Present – S Thomas, J Gibbin, L Davies, R Williams, Councillor R Llewellyn, J Rees, H Phillip, D Phillips and R Davies.
Apologies – D Dent
The minutes of the previous meeting were adopted as a true record; proposed by S Thomas, seconded by J Gibbin and agreed by all.
Declarations of Interest
No declarations were made.
Matters Arising
1 Traffic near the school
It was reported that the situation had improved since the erection of the temporary sign.

2 Empty Properties- Penybont Cottages
Cllr Llewellyn reported that he had spoken to John Pearce regarding his disappointment with the lack of progress with this and other longstanding issues. He would be meeting J Pearce on Monday to look at all such issues. L Evans had not been available for an update in regards to the cottages but it was reported that a notice had been put on one of the cottages regarding an issue with rats. Cllr Llewellyn would chase this up.

3 Over growing tress/hedges
Cllr Llewellyn would discuss with J Pearce on Monday.

4 Glanrhyd
Cllr Llewellyn had not had an opportunity to look at this issue with J Pearce.

5 Travellers Rest
No further developments but top dressing should begin soon.

6 Rough road to Plas Y Bwci
No further developments but top dressing should begin soon.

7 Area outside water treatment site
The work had not yet begun. The clerk was asked to chase Mathew again.

8 Swn Y Gan, Cefn Y Pant
Cllr Llewellyn reported that the retrospective planning application had been refused.

9 Parsonage Hill
Cllr Llewellyn and J Pearce to look at this with H Phillips.

10 Horse/Children warning signs
Councilor Llewellyn to speak to John Pearce to see if the County Council will be able to provide signage and the clerk to speak to the British Horse Society.

11 Extension of pipe at Trebleidded Junction
Cllr Llewellyn reported that a works order had been issued and that he would chase again.

12 M Williams (Overgrowing Branches)
No further developments.

13 Subsiding Hedge
As previous; the situation would be monitored.

14 Movement of drain cover on the left hand side of the road past Penrhallt, Llanboidy
Cllr Llewellyn reported that the cross drain would be cleared.

15 Water entering Brent and Audrey Rees’/Water running out of MaesGwyn Isaf’s field
Cllr Llewellyn would go and speak to the owners. N Thomas reported that the proprietors had created a small trench.

16 Castell Bach
Cllr Llewellyn reported that he had spoken to Julian Williams regarding clearing the area. There seemed to be a slight issue with the wall being part of Sweet Prior, Cllr Llewellyn to chase again.

17 Seat in front of cenotaph/Neuadd Deg
The clerk reported that a new bench would cost £414 plus delivery. It was decided that there was no need at this time to replace the seat outside Neuadd Deg. H Phillips proposed to replace the bench outside the cenotaph; this was seconded by D Phillips and agreed by all.

18 Development on land opposite Lan, Abbey Road
The report had been received from ‘Hayston Developments and Planning’ and this had been sent onto the County Council in behalf of Llanboidy Council. No response had been received from The County Council as yet but Cllr Llewellyn would keep the council updated with any developments. Thanks was offered to L Davies and D Phillips for their roles in getting the report/letter of opposition created. It was decided that an emergency meeting would be held if there were any developments.

19 Tree over growing street light at Glan Gronw
No action had been taken as yet; Cllr Llewellyn would get advice on what the next steps should be.

20 Public Conveniences
No interest had been received regarding the position. It was decided to ask M Williams if she would be interested in the position. If not the clerk was asked to look into automatic locks and the possibility of getting a cleaning company in to do the work.

21 Grass cutting
The letter had been sent and K Adams had begun the grass cutting. Matter closed.

22 Pavement between upper and lower village
Cllr Llewellyn would discuss the issue with the new officers in post.

23 Signposts for footpath
Cllr Llewellyn to check with Emyr Davies. The clerk asked to have Emyr Davie’s new mobile number to chase the issue with footpath 18/19.

24 Christmas Lights
The clerk confirmed that the invoice was correct and is created in accordance with the certificate that was sent in by the installer. It was decided that this year the lights would be put up for a shorter period and to cut down on the hours that they were on in order to keep costs down.
• Trinity Chapel – Request for Financial assistance. £500 awarded in precept.
• The Pensions Regulator – Information on automatic enrolment for work place pension. The clerk reported that she had followed the guidance in the letter and registered on 04.05.15.
• Carmarthenshire County Council – Precept remittance advice - £4681.06
• Cylch Meithrin Ffynnonwen – Thanks and receipt for £150 grant.
• One Voice Wales – Information regarding a grant available to repair and conserve War memorials.
• NHS – Let’s talk posters.
• Mosscliff – Information regarding the proposed installation of an 85k wind turbine at Middle Pool Farm, Pendine.
• Carmarthenshire County Council – Letter regarding the newly created Local Pension Board.
• Carmarthenshire County Council – Code of conduct training. Training arranged for Thursday 4th June and Tuesday 9th June. N Thomas and K Richards to attend one of the sessions.

W/31330 – Planning refused for the building of a shed/garage to front of property at Swn Y Gan, Cefnypant, Llanboidy for Karl Evans.
Accounts for Payments
Zurich – Insurance 2015/16. £759.24, cheque no 000722. Payment proposed by R Williams, seconded by R Davies and agreed by all.
SWALEC - Payment for Christmas Lighting. £250.36, cheque no. 000715. Payment proposed by S Thomas, seconded by R Williams and agreed by all.
Hayston developments and Planning Ltd – Invoice for planning appraisal/objection for the One Planet Development at Rhiw Las. £600.00, cheque no. 000719. Payment proposed by S Thomas, seconded by J Gibbin and agreed by all.
Carmarthenshire County Council - Invoice for the Public Conveniences 2014/15. £743.04, cheque no 000721. Payment proposed by S Thomas, seconded by S Thomas and agreed by all.
Caffi Beca – Chairman’s allowance. £59.75. Cheque no. 000718.
Cancer Research – Remainder of chairman’s allowance. £10.25, cheque no. 000724. Total for Chairman’s allowance 2014/15 is £70 as agreed in Precept.
Trininty Chapel – Grant as agreed in precept. £500, cheque no 000723.
Any Other Business
• H Phillips reported that there are potholes at Pant Rhas and Travellers rest.
• D Phillips reported that a patch of the road has sunk by the bridge in the lower village. Cllr Llewellyn to report.
• Cllr Llewellyn offered his congratulations to D Phillips for featuring in the recent Cefn Gwlad programme.
• N Thomas offered his thanks to J Gibbin and H Phillips as they had both been councillors with Llanboidy for over 50 years. It was felt that this should be marked in some way and suggested that a piece be written in the Cardi Bach.
