Minutes of Llanboidy Community Council Meeting Held on Wednesday 10h June 2015 at the Market Hall Llanboidy
Members Present:
Chairman – N Thomas
Councillors Present – S Thomas, J Gibbin, L Davies, R Williams, H Phillip, D Phillips and D Dent.
Apologies – R Davies, R Llewellyn and J Rees.
The minutes of the previous meeting were adopted as a true record; proposed by S Thomas, seconded by J Gibbin and agreed by all.
Declarations of Interest
No declarations were made.
Information was given by N Thomas and the clerk regarding the code of conduct training they attended and specifically in regards to when declarations should be made. The councillors were given new declaration of interest forms to complete as provided by ‘One Voice Wales’.
Matters Arising
1 Traffic near the school
No developments reported.

2 Empty Properties- Penybont Cottages
N Thomas had spoken to R Llewellyn he informed that L Evans was now dealing with a local representative in regards to the properties as agreed by the proprietors. A meeting is due to be held in the near future.

3 Over growing tress/hedges
No action has been taken by the County Council. It was thought that the County Council would send letters to all land owners where there were issues requesting that they cut back the trees hedges but it seems as if no such letters had been sent. The clerk was asked to email J Pearce regarding this and all other outstanding issues, also stating that the councillors would happily meet with J Pearce to shown him what was required.

4 Glanrhyd
No further developments, to be included in the email to J Pearce.

5 Travellers Rest
No further developments, to be included in the email to J Pearce.

6 Rough road to Plas Y Bwci
No further developments, to be included in the email to J Pearce.

7 Area outside water treatment site
The clerk had spoken to Matthew who informed her that the materials had been ordered and the work would be completed ASAP.

8 Swn Y Gan, Cefn Y Pant
The clerk reported that she had received a letter from the County Council stating that the matter would now be investigated as per their adopted protocol to ascertain whether a breach of planning control has occurred. The council would be informed of the outcome on the completion of these investigations.

9 Parsonage Hill
No further developments, to be included in the email to J Pearce.

10 Horse/Children warning signs
No further developments, to be included in the email to J Pearce.

11 Extension of pipe at Trebleidded Junction
No further developments, to be included in the email to J Pearce.

12 M Williams (Overgrowing Branches)
No further developments, to be included in the email to J Pearce.

13 Subsiding Hedge
As previous; the situation would be monitored.

14 Movement of drain cover on the left hand side of the road past Penrhallt, Llanboidy
No further developments at present, cross drain will be cleared.

15 Water entering Brent and Audrey Rees’/Water running out of MaesGwyn Isaf’s field
No further developments.

16 Castell Bach
No further developments.

17 Seat in front of cenotaph/Neuadd Deg
The final price for the bench and delivery is £487.20. The clerk reported that the cheque needed to be signed before she could continue with the order.

18 Development on land opposite Lan, Abbey Road
N Thomas reported that that Councillor Llewellyn had informed him that no progress had been made and that that it would probably be quite some time before it comes in front of the planning committee.

19 Tree over growing street light at Glan Gronw
No further developments, to be included in the email to J Pearce.

20 Public Conveniences
M Williams has agreed to take on the caretaking during the week and she began work on 01.06.15. J Gibbin reported that the conveniences needed painting; the clerk to contact R Davies to see if this would be done by the County Council or if it was the Community Council’s responsibility.

21 Pavement between upper and lower village
No further developments, to be included in the email to J Pearce.

22 Signposts for footpath
R Davies was not present to report on whether the signposts had been erected on the path on his land. The clerk reported that she had received a couple of emails for Jason Lawdry (Countryside Access Assistant) regarding path 18/19. He reported as follows:
I carried out a survey of the path yesterday, and found it to be blocked in several places, and also missing a footbridge where it crosses a deep gulley, so we will be unable to way-mark the route until these issues are resolved, as the path is currently un-walkable.
I have spoken to most of the landowners, and I will keep you appraised of any further progress.

Our policy regarding signposting and way-marking is that it is a statutory duty of the County Council to signpost every Public Right Of Way where it joins the highway. In many cases though, this is not done, as the paths are not open. In this case we would signpost the path once it is open again. Way-marking along the route is at the discretion of the landowner, which normally we would carry out once the route is open.
As we have limited staff and budgets, we have to prioritise our work, and this path is not on our priority list, but we do need to respond to requests, and this path should not need too much work to get it open, apart from some legal work, which may slow things up. Several of the landowners have requested that the path be opened, as they have tried and failed to use it in the past, and would use it if it was open.

25 Pant Rhas and Travellers Rest

26 Sunken road by the bridge in lower Llanboidy
This had not been reported due to Councillor Llewellyn being unwell. The clerk was asked to include this issue in the email to J Pearce.

• West Wales European Centre – Copies of the RDP Sir Gar booklet.
• Rural Study Team – Request to complete the rural development survey. Survey completed and the clerk to return.
• Zurich Insurance – Quote (£135.68) and documents for covering the re-build costs of the public conveniences. It was proposed by D Phillips, seconded by D Dent and agreed by all that this would be paid.
• Llanboidy Market Hall – Request for financial assistance. Six councillors present and eight councillors in total are currently on the Hall committee, the clerk was asked to apply for dispensation to talk and vote on this matter for the next meeting.
• Carmarthenshire County Council – Receipt for payment of £743.04 (public convenience, invoice no. 93931085)
• St. Brynach Church – Receipt and thanks for the £1000 grant awarded.
• Carmarthenshire County Council – Freedom of information act, request for information. The clerk had already responded to the request asking to know the no. of declarations of interests and attendances to code of training that the council had made/attendant in the past three years.
• One Voice Wales – Notice of the Carmarthenshire area Committee to be held on 30th June, 7pm at the Princess Gwenllian Centre in Kidwelly.
