Minutes of Llanboidy Community Council Meeting Held on Wednesday 1st July 2015 at the Market Hall Llanboidy
Members Present:
Chairman – N Thomas
Councillors Present – S Thomas, J Gibbin, L Davies, R Williams, H Phillip, D Phillips, D Dent, R Davies and J Rees.
Apologies – R Llewellyn
The minutes of the previous meeting were adopted as a true record; proposed by S Thomas, seconded by R William and agreed by all.
Declarations of Interest
J Gibbin declared an interest in Cefn Y Pant Chapel. He is a member of the chapel.
Matters Arising
1 Traffic near the school
The clerk reported that she had sent an extensive email to John Pearce as advised; detailing all outstanding issues and areas of concern. She had received an acknowledgement that the email had been received and stating that he would go through each item with Sion Lewis and the area manager Tony Williams. He also noted that some issues reported were not their responsibility and he would inform the council of these in due course. He also made comment in regard to the overgrowing trees stating that each location would be visited and notices issued where required.

13 Subsiding Hedge
As previous; the situation would be monitored.

14 Movement of drain cover on the left hand side of the road past Penrhallt, Llanboidy

17 Seat in front of cenotaph/Neuadd Deg
The clerk reported that the seat would be arriving on Monday and D Phillips had agreed for it to be delivered to D P Building Supplies.

18 Development on land opposite Lan, Abbey Road
N Thomas reported that that Councillor Llewellyn had informed him that he had make enquires whilst he’s been away; there is nothing happening at present.

19 Tree over growing street light at Glan Gronw

20 Public Conveniences
The clerk reported that she had spoken to R Davies from the County Council and he had informed her that the painting of the facilities was now the responsibility of the Community Council. D Phillips offered to have a look at the facilities to ascertain what work was required. The clerk also said that she had received a request that the path around the conveniences be weeded etc., N Thomas would see to this work.

21 Pavement between upper and lower village

22 Signposts for footpath
R Davies reported that as far as he was aware the signs had not been erected. The clerk was asked to report the issue again to Jason Lawdry.

Correspondence
Cefn y pant Chapel – Request for financial assistance. J Gibbin declared an interest and left the room. It was proposed by S Thomas, seconded by D Dent and agreed by all present that £500 be awarded. Cheque no. 000729.
Trinity Chapel – Receipt and thanks for £500.00 grant.
Western Power Distribution – Wayleave agreement.
Y Cardi Bach – Receipt and thanks for £250.00 grant awarded.
Carmarthenshire County Council – Safe Routes application pack. The clerk was asked to speak to R Llewellyn as he has organised the application for the past few years.
Second Life products Wales Limited – Receipt for payment of £487.20.
Carmarthenshire County Council – Consultation on promoting independence for older people in Carmarthenshire and information to display.
BDO – Notice of the completion of the audit for the year ending 31st March 2015. No matters were found which warranted the issuing of a ‘separate additional issues arising report’. The return was presented to the council and was approved and accepted.
Planning Aid Wales – Information regarding a free planning training workshop for Community and Town Councillors at St.Peter’s Civic Hall, Carmarthen on Monday 17th August 2015 between 6.00 – 9.00pm. It was agreed that at least one member of the council should attend.
Llanboidy Market Hall – As last month. The clerk informed the council that the dispensation application had not yet been considered. This would be discussed at the next meeting.

Planning
None
Accounts for Payments
Cefn Y pant Chapel – grant of £500. Cheque no. 000729 (see correspondence).
BDO – Invoice for 2014/15 audit. £246.00, cheque no. 000728. Payment proposed by S Thomas, seconded by H Phillips and agreed by all.
M Williams – Caretaker’s salary (Weekend caretaking between April – June 2015 and weekday caretaker for June 2015). £454.00, cheque no. 000730. Payment proposed by S Thomas, seconded by H Phillips and agreed by all.
K Richards – Clerk’s salary April – June 2015. £300.00, cheque no. 000731, payment proposed by S Thomas, seconded by H Phillips and agreed by all.
HMRC – Tax on clerk’s salary. £75, cheque no. 000732, payment proposed by S Thomas, seconded by H Phillips and agreed by all.
Any Other Business
H Phillips reported his concerns regarding the road past Ddol being unsuitable for long vehicles as they are unable to turn once they reach the junction at the top. The clerk was asked to report the issue to J Pearce.
H Phillips reported that the trees are closing in on the road up to Maesgwyn. This has been reported to J Pearce in the email.
H Phillips also informed that there is a deep hole opposite Pen Y Bont Bridge which is dangerous; this would also be reported to J Pearce.
L Davies raised his concerns regarding the overgrowth on the hedges.
R Davies reported that the sign which denotes the height of the bridge has come off Pont Y Fenni Bridge on the old A40 road and also the need to cut the grass at the end of Abbey Road as you can’t see coming out of the junction. The clerk to report to the highway department.
N Thomas reported that a fine job had been done on the hedges and verges that had been cut.
It was decided that there would be no meeting in August and the next meeting would be held on Wednesday 2nd September. If any matters needed addressing in the interim an extraordinary meeting could be called. The clerk informed that cover would need to be found for the October and November meeting due to her maternity leave.
