Minutes of Llanboidy Community Council Meeting Held on Wednesday 2nd September 2015 at the Market Hall Llanboidy
Members Present:
Chairman – N Thomas
Councillors Present – J Gibbin, H Phillips, D Dent, S Thomas, Cllr R Llewellyn, D Phillips and L Davies.
Apologies – J Rees, R Williams and R Davies
The minutes of the previous meeting were adopted as a true record; proposed by H Phillips, seconded by L Davies and agreed by all.
Declarations of Interest
Declarations of interest stated in regards to the grant application for the Llanboidy Market Hall and the request for payment for Council meetings. Declarations made by: J Gibbin, H Phillips, S Thomas, D Phillips, N Thomas and L Davies. Dispensation to discuss and vote on issues pertaining to the Market Hall has been awarded by Carmarthenshire County Council (
Matters Arising
1 Traffic near the school
The clerk had again emailed J Pearce to ask for an update on which issues have been looked at/addressed but had not received a response. Cllr Llewellyn suggested that another email be sent to ask – What had been done? What issues would be addressed and when? If no answer is received he would be invited to the next meeting so that the issues can be discussed/reported on directly.

2 Empty Properties- Penybont Cottages

3 Over growing tress/hedges
See matters arising point 1. The clerk was asked to contact Simon Hart regarding this issue as confirmation had been given from the County Council that notices would be issued to proprietors but no such notices have been received as yet.

4 Glanrhyd

6 Rough road to Plas Y Bwci

7 Area outside water treatment site
The work has been completed to a high standard and M James has also fixed the plinth that was leaning. An invoice was received for the work completed with an additional £100 added for the work completed to the plinth.

8 Swn Y Gan, Cefn Y Pant
Cllr Llewellyn had not been in the office but thought that another enforcement notice would now be issued.

9 Parsonage Hill

11 Extension of pipe at Trebleidded Junction

12 M Williams (Overgrowing Branches)

13 Subsiding Hedge
As previous; the situation would be monitored.

14 Movement of drain cover on the left hand side of the road past Penrhallt, Llanboidy
No further developments or information.

15 Water entering Brent and Audrey Rees’/Water running out of MaesGwyn Isaf’s field
No further complaints have been received after recent wet weather.

16 Castell Bach
No further developments.

17 Seat in front of cenotaph/Neuadd Deg
The seat had been delivered and D Phillips had put it in position. Thanks to D Phillips.

18 Development at Rhiw Las, Abbey Road
Cllr Llewellyn reported that the application would be discussed in the planning committee meeting programmed to be held on Thursday 10th September. He informed the group that one representative from the council would be permitted to address the committee and two additional objectors. It was agreed that Andrew Vaughan Harries would be asked to speak on behalf of the council and it was also suggested that R Cole be asked to speak. D Phillips to contact Andrew Vaughan Harries and L Davies to speak to Mr Cole and then contact the clerk to make the necessary arrangements. Cllr Llewellyn also reported that he would be requesting a site meeting (at the beginning of the meeting) and if this is granted then no one will be permitted to speak as the case would be heard once the site meeting has been held.

19 Public Conveniences
D Phillips suggested that the facilities have a deep clean (remove cobwebs and clean walls etc.) and then to look to paint it in the spring if required. J Rees had previously offered to clean the exterior. It was decided that the Councillors would meet on Wednesday 9th September at 7pm for the cleaning.

20 Pavement between upper and lower village

21 Signposts for footpath
The signposts have still not been erected. Clerk to chase.

26 Sunken road by the bridge in lower Llanboidy

27 Road past Ddol being unsuitable for long vehicles
The clerk had reported this issue to J Pearce as requested.
28 Hole opposite Pen Y Bont Bridge
This has also been reported to J Pearce.

29 Height Sign on Pont Y Fenni Bridge and Long grass at the end of Abbey Road
The clerk has reported these issues to J Pearce.

30. Clerk’s Maternity
D Dent agreed to take the minutes in the clerk’s absence and to keep in touch with the clerk during the next few months.

Carmarthenshire County Council – Remittance advice for £4681.07 (Precept)
Carmarthenshire County Council – Notification of grant of dispensation in regards to matters relating to the market hall Llanboidy. Dispensation was granted to speak and vote until 4th December 2015 for the following councillors; L Davies, J Rees, N Thomas, S Thomas, J Gibbin, H Phillips, D Phillips, R Williams and R Davies.

Planning
W/32382 – Change of use of a former mobile home to a permanent dwelling for Mr. and Mrs. P Hawkins, Brackendale, Cwmfelin Boeth (23.07.15).
W/32442 – Proposed new agricultural stock building at Rest, Henllan Amgoed for Iwan Evans (05.08.15).

No issues, queries or comments made.

Accounts for Payments
Llanboidy market Hall - £1000 grant, cheque no. 000733. Proposed by S Thomas, seconded by J Gibbin and agreed by all.
M James – £1800, payment for fencing work and fixing plinth. Cheque no. 000734. Payment proposed by S Thomas, seconded by D Dent and agreed by all.
Any Other Business
H Phillips reported that a grid has sunk in the road past Blaensarngoch on the right as you go to Whitland. He has witnessed several people trying to avoid it and he is concerned it will cause an accident.
L Davies reported that he had been informed that the proprietors are looking to erect a wind turbine opposite the entrance to Castell Draenog.
D Phillips reported that he was concerned as the current Hall Chairman that the hall didn’t own any land behind the hall to allow for maintenance. He asked if the Council would be prepared to donate/sell some of their land that runs behind the hall (3m wide). It was decided to wait to see if the other land owners agree before making a decision.
S Thomas reported that the proprietors of Sunny Hill have closed the old opening on their land which means that footbath has been diverted; the footpath signs have also been moved.
A complaint had been received regarding the rubbish left outside the flats in Llanboidy. D Phillips offered to speak to the proprietor.
N Thomas reported that the street light at the top of Llanboidy was not worked, the clerk was asked to report this issue.
N Thomas also reported that there is a 6” step in the road by a water grate up from the top of Rhos Hill.
The clerk reported that the Council had not paid for any meetings since she commenced the role. It was agreed that all outstanding payments should be paid at a rate of £15/meeting. L Davies would issue an invoice (as the treasurer of the Market Hall) for the 41 meeting that have been held.
