Minutes of Llanboidy Community Council Meeting Held on Wednesday 2nd December 2015 at the Market Hall Llanboidy
Members Present:
Chairman – N Thomas
Councillors Present – J Gibbin MBE, R Williams, D Phillips, Cllr R Llewellyn, H Phillips, J Rees and D Dent.
Apologies – S Thomas, L Davies and R Davies
The minutes of the previous meeting were adopted as a true record; proposed by R Williams, seconded by H Phillips and agreed by all.

Matters Arising
Traffic near the school
Cllr. R Llewellyn to show J Pearce during area visit to be held on Friday.

Empty Properties- Penybont Cottages
Cllr. R Llewellyn had received an email from L Evans stating that on the 20th November 2015 formal statutory notices were served following a series of occasions where the owner failed to carry out works on a voluntary basis. Each notice will have a period of 28 days for the owner to appeal the formal action. Following this, elements of the external envelope will require improvement works within specific periods of time. A suspended notice for the full renovation of the property has been issued due to the intensions of the owner to sell the property. This suspension will be lifted on the change of ownership, thus compelling the new owner to fully renovate the dwellings within a 12 month period. This had been done to avoid land banking the properties.

Over growing tress/hedges
It was reported that there has been a good response to the letters and quite a few areas have been cut.

Glanrhyd

Rough road to Plas Y Bwci
This is still on the ongoing CCC works programme.

Swn Y Gan, Cefn Y Pant
An appeal has been lodged with the Welsh Ministers against the refusal of CCC to award planning for the building of shed/garage to the front of Swn Y Gan by Karl Evans. No comments from councillors.

Parsonage Hill

Horse/Children warning signs
Cllr. R Llewellyn will have a word with J McAvoy as concern was raised about horses utilising a great number of roads within the parish and through the village. It was thought this may also strengthen the case to have a pavement between the upper and lower village of Llanboidy.

Extension of pipe at Trebleidded Junction

Subsiding Hedge

Movement of drain cover on the left hand side of the road past Penrhallt, Llanboidy
Cllr. R Llewellyn to show J Pearce during area visit to be held on Friday. It was reported that during the wet weather there was water coming up out of the drain.

Castell Bach
No further developments reported from Julian Williams.

Development at Rhiw Las, Abbey Road
All information has now been forwarded to the inspectorate. Cllr. R Llewellyn reported that there was no further action that the council could take. It was also reported that there is a family living in a caravan on this land, the enforcement officer has been out but the matter has been left as the Health and Safety Department are dealing with it. D Phillips to speak to Andrew Vaughan Harries to see what he thinks about he of the matter and if he thinks it would be worth writing a letter. D Phillips will report back to the clerk.

16 Sunken road by the bridge in lower Llanboidy

17 Road past Ddol being unsuitable for long vehicles
This has been referred to the transport department and Cllr. R Llewellyn is awaiting a response.

18 Height Sign on Pont Y Fenni Bridge
The sign has been ordered.

19 Sunken grid in road past Blaensarngoch

20 Access around Market Hall Llanboidy
The clerk is waiting to hear from One Voice Wales for guidance on this matter.
21 6” step in the road by a water grate up from the top of Rhos Hill

22 Festive Lights at Llanglydwen
N Thomas had not heard anymore from the Community of Llanglydwen regarding having lights this year.
23 Pothole outside Piccadilly Square, Llanboidy
Work completed, matter closed.
24 Llanboidy Festive Lights
The lights will be turned on, on Sunday 13th December at 5.30pm.
25 Public Conveniences
A rota will be organised between Councillors R Williams, D Phillips, N Thomas and J Rees to keep the conveniences open over the festive period. The clerk was asked to inform M Williams.

Any Other Business
H Phillips reported that there is a pothole at the entrance to DP Building Supplies.
R Williams reported that a van had got stuck at the bottom of Rhiw Serth. A request to the County Council will be made for an ‘Unsuitable for motor Vehicles’ sign to be placed just the other side of the playing field entrance.
D Phillips reported that the tree and hedge that’s obstructing the street light a Glan Gronw has not been cut.
N Thomas reported that rain water is running off the road and down the lane causing the lane surface to wash away at Cilhengroes (John Evans).
