Minutes of Llanboidy Community Council Meeting Held on Wednesday 13th July 2016 at the Market Hall Llanboidy
Members Present:
Chairman – D Dent
Councillors Present – L Davies, Cllr. R Llewellyn, R Williams, J Gibbin MBE, J Kedward, D Phillips, S Thomas and J Rees.
Apologies – H Phillips and N Thomas.
The minutes of the previous meeting were adopted as a true record; proposed by R Williams seconded by J Rees and agreed by all.
Declarations of Interest

R Williams – Letter regarding request for defibrillator.
D Dent welcomed the new council member, Jacqui to the team.
Matters Arising
1. Traffic near the school
Cllr. R Llewellyn reported that the email that the clerk had sent regarding all outstanding issues had been forwarded to T Williams and that he was due to receive a response by 18th July.

2. Empty Properties- Penybont Cottages
The bat report has been completed and a licence was issued to complete some work.

3. Over growing tress/hedges
D Phillips has volunteered to cut down the over grown areas at Glan Gronw.

4. Glanrhyd, Rough road to Plas Y Bwci and Parsonage Hill
The council is waiting for the report back from T Williams; due on 18th July.

5. Horse/Children warning signs
J McAvoy had been out to visit the site; Cllr R Llewellyn to remind him.

6. Extension of pipe at Trebleidded Junction
Work sheet has been issued; waiting for the report back from T Williams due on 18th July.

7. Subsiding Hedge
Worksheet has been issued; waiting for the report back from T Williams due on 18th July.

8. Drain on the left hand side of the road past Penrhallt, Llanboidy

9. Development at Rhiw Las, Abbey Road
Cllr R Llewellyn reported that the appeal had been won. The clerk had received a report which would be emailed to councillors if they required. A planning application would follow and the council would then respond again.

10. Pavement between upper and lower village
Cllr r Llewellyn would speak to J McAvoy to see where we are on the list.

11. Signposts for footpath
D Dent had spoken to R Davies and he reported that no sign posts had been erected. He also reported that the main issue was that there were signs for the kissing gates required (4 max). Cllr R Llewellyn would report this to Emyr Davies.

12. Access around Market Hall Llanboidy
The Market hall committee had met and agreed that they would like to purchase the land. The clerk was asked to contact Edward Perkins to value the land. The cost of this would then be added to the cost of the sale. D Phillips agreed to meet E Perkins.

13. 6” step in the road by a water grate up from the top of Rhos Hill
Cllr R Llewellyn would chase again as the road is still wet.

14. Unsuitable for motor Vehicles’ sign for Rhiw Serth
J McAvoy had been out to visit the site; Cllr R Llewellyn to remind him.

15. The road from Cefnypant towards Tower is very dirty.
The landowners have been spoken to. Matter closed.

16. Drains on the road going up out of Llanboidy are blocked with leaves.

17. Disabled pull cord in Public Conveniences.
J Rees proposed and D Phillips seconded that the risk assessment be adopted. The caretaker has been given a copy and was asked to feedback to the clerk if there were any additions/amendments etc.

18. Blocked drain at Beili Mawr
The council is waiting for the report back from T Williams; due on 18th July.

19. Public Convenience lights
The lights are now on timers. Matter closed.

20. Potholes on the Abbey road
The council is waiting for the report back from T Williams; due on 18th July.

21. Dangerous holes on the left passed Maencoch
The council is waiting for the report back from T Williams; due on 18th July. It was reported that similar work had been completed in St Clears.

22. Narrow between Plasback and Glan Afon
The council is waiting for the report back from T Williams; due on 18th July.

23. Planning at Cilerwydd
D Phillips had received no further communication from the County Council regarding this issue.

24. Blocked drain opposite Soar Cottage
The council is waiting for the report back from T Williams; due on 18th July.

25. Narrow road at bottom of Ddol hill (narrow on turn)
The council is waiting for the report back from T Williams; due on 18th July.

26. No pull in on road past Parsonage
The council is waiting for the report back from T Williams; due on 18th July.

27. Code of conduct training
J Gibbin MBE, J Kedward, D Phillips, S Thomas, N Thomas and K Richards attended the training.
28. Public convenience health and safety checks
This document is now in use.

Correspondence
• Urdd Gobaith Cymru – Information letter and request for financial assistance. The clerk was asked to ascertain if the money would be used locally before a decision was made.
• Carmarthenshire County Council – Grant of dispensation to Councillors L Davies, D Phillips, S Thomas, N Thomas, R Williams, J Gibbin and H Phillips to speak and vote at meetings of the Community Council in respect of Llanboidy Market Hall.
• Llanboidy Market Hall – Request for financial assistance. £1000 awarded as agreed in the precept. Proposed by R Williams, seconded by J Rees and agreed by all.
• SWALEC – Unmetered electricity supply charges; £26.78 collected via direct debit.
• Eiry Williams – R Williams declared an interest. Request to purchase a defibrillator for the Community of Llanboidy at a cost of £400. The young farmers club have offered to pay for the defibrillator with funds they have remaining since the club folded. It was agreed that the Council would apply and pay for the defibrillator and the money could then be donated back to the Council from the young farmers. The clerk was asked to apply for the defibrillator.
• Cefn Y Pant Chapel – J Gibbin MBE declared an interest. Request for financial assistance. £500 awarded in precept. Proposed by S Thomas, seconded by D Phillips and agreed by all.
• St John Cymru – Information letter and request for financial assistance. None awarded.
• Mid and West Wales Fire and Rescue Services – Carmarthenshire Community Safety Newsletter.
• Shelter Cymru – Information letter and request for financial assistance. None awarded.
• Mudiad Meithrin Ffynnonwen – Thanks and receipt for the £250 grant awarded.
• Cymdeithas yr Iaith – Invitation to attend ‘Tynged yr Iaith Sir Gar’ on Saturday 17th September at 10am in Yr Atom Carmarthen.
• Western Power Distribution – Cheque for wayleave agreement.

Planning
• W/3407 – Full Planning application for the renovation of former dwelling including alterations to existing workshop building, demolition of existing outbuilding and erection of two storey side and rear extension. Application made by Steve Sunderland, Llwynpiod, Login.
• W/34067 – Full planning application for a proposed ménage and single garage at Ysgubor Goch, Llanboidy for Richard Bowen.

No queries or objections.

Any Other Business
R Williams reported that the grass behind the fence in the lower village needs strimming. D Phillips and R Williams volunteered to complete this work.
J Kedward asked if any European funding applications for community grants had been made. No applications have been made to date. J Kedward to bring in details.
D Phillips reported that Glan Yr Afon have a large Beech tree that needs trimming.
D Phillips reported that the Maesgwyn Arms is in poor condition and that the windows are dangerous. D Phillips volunteered to have a word with the proprietor.
S Thomas had received a complaint regarding horse mess on the roads. It was reported that horse manure poses no danger to people (different to dog mess etc.). It was also reported that there are a lack of bridal ways locally that would keep the horses of the roads.
It was reported that the hedge between Llaindelyn and the cross roads has not been cut and that it overhangs the road when wet.
It was also reported that complaints had been received regarding the standard of hedge cutting this year.
Congratulations were offered to D Phillips and Llanboidy Tug of war for their performance in the Welsh Tug of War Championships as they had won every weight.
There would be no meeting in August; next meeting 07.09.16.

• Existing barn conversion into a rural enterprise dwelling, functional needs for a family member/current employee of the farm business to remain and live on site. Mr and Mrs James Owen Dyffryn Brodyn, Blaenwaun, Whitland.
• Discharge of condition 3 (provide additional bat access) on planning permissions W/33240 and W/332431 at Penybont, Llanboidy for Mr Cyril Davies, 117 King George V Drive North, Heath, Cardiff.
