Minutes of Llanboidy Community Council Meeting Held on Wednesday 5th October 2016 at the Market Hall Llanboidy
Members Present:
Chairman – D Dent
Councillors Present – L Davies, Cllr. R Llewellyn, R Williams, J Gibbin MBE, J Kedward, D Phillips, S Thomas and J Rees and H Phillips.
Apologies – N Thomas
The minutes of the previous meeting were adopted as a true record; proposed by S Thomas seconded by J Rees and agreed by all.

Matters Arising
1. Traffic near the school
Cllr. R Llewellyn reported that there has been little progress with many of the issues reported in the minutes due to the fact that the County Councils construction team has been reduced by 50%. Previously each area had their own workmen but now they cover multiple areas. The council was advised to report all outstanding issues to T Williams and ask for a progress report.

2. Empty Properties- Penybont Cottages
Waiting for a bat licence to be issued.

3. Glanrhyd, Rough road to Plas Y Bwci and Parsonage Hill
To be included in the email to T Williams.

4. Horse/Children warning signs
J Kedward had still not received a letter. J McAvoy would like to meet with J Kedward to discuss where signs are needed. It was decided that signs are required on the roads to/from Hafod Riding stables and Maesgwyn stables.

5. Extension of pipe and standing water at Trebleidded Junction

6. Subsiding Hedge
Situation to be monitored.

7. Drain on the left hand side of the road past Penrhallt, Llanboidy

8. Development at Rhiw Las, Abbey Road
The clerk reported that she had sent in the objection and that she had had a confirmation email to say that it had been received and logged. It was reported that two buildings have been built on site already without the work having been carried out on the entrance. It seems that building is permitted but the work on the entrance must be completed prior to any use of the development.

9. Pavement between upper and lower village
Cllr R Llewellyn reported that he would be having a meeting in Llanboidy with Nicola Smith from the highways department and Nigel Gowman who is the chief engineer to have a look at the situation. They will be creating a road safety and footpath priority list and need to visit the site to see where Llanboidy will sit on the list.

10. Signposts for footpath
The clerk has emailed Emyr Davies but has not received a response. The clerk to chase.

11. Access around Market Hall Llanboidy
The clerk was given the plans during the meeting and she will forward these on to Carwyn so that he can organise valuing the land.

12. Unsuitable for motor Vehicles’ sign for Rhiw Serth
J McAvoy has reported that the signs are on order.

13. Blocked drain at Beili Mawr

14. Potholes on the Abbey road
Some of the potholes have been filled recently.

15. Dangerous holes on the left passed Maencoch

16. Narrow between Plasback and Glan Afon

17. Planning at Cilerwydd
D Phillips declared an interest. It was reported that he has still not received a response. D Phillips would speak to Helen Rice.

18. Blocked drain opposite Soar Cottage

19. Narrow road at bottom of Ddol hill (narrow on turn)
To be included in the email to T Williams.

20. European funding applications
J Kedward reported that no new applications are being taken at present.

21. Large Beech Tree and Glan Yr Afon
Clerk reported the issue to T Williams and he responded saying that a letter would be send asking the proprietor to remove any overhanging branches.

22. Overhanging hedge between Llaindelyn and the cross roads
J Pearce has been informed.

23. Weeding and cleaning of car park
This work has been completed. Thanks to all councilors who attended.

24. Display in car park
The clerk had not managed to speak to realm signs as of yet. She would do it this month.

25. Grass cutting in Ysgol bro Brynach
The grass has now been cut but the councilors felt that this work needs completing more often, Cllr R Llewellyn would report this back to the school governors. The clerk would also report it in the next PTA meeting.

26. Dip in the road past Penrallt (up from drain)
This has been reported. To be included in the email to be sent to T Williams.

27. Uneven surface outside Glan yr Afon (ST. Clear’s side)
This has been reported. To be included in the email to be sent to T Williams.

28. Recycling bins
It was decided that that the bins should remain as they are.

29. Large hole in centre of road opposite Craig Ddu
Hole has been filled.

30. Defibrillator
The clerk had received details from Mrs E Williams regarding the charity ‘Cariad’ that provide defibrillators to communities. The clerk was asked to contact the community to see if Llanboidy would qualify for a defibrillator.

Correspondence
• SWALEC – Unmetered electricity supply charges - £26.68 direct debit
• Cymuned Llanglydwen Community – Request from financial assistance, £500 awarded as per precept. Proposed by J Gibbin MBE, seconded by D Phillips and agreed by all.
• Cefnypant chapel – Thanks and receipt for £500 grant awarded.
• Carmarthenshire County Council – Notice of consultation regarding a Community Infrastructure Levy. Comments are invited on the draft charging schedule by Friday 4th November. Schedule and online survey are available at http://ilocal.carmarthenshire.gov.uk/
• Carmarthenshire County Council – Notification of county Council decision; to change the language category of Ysgol Gyfun Gymraeg Bro Myrddin from Bilingual to welsh Medium for 1st September 2016.
• Survey and introductory letter from Eluned Morgan AM.

Planning
W/34360 – Discharge of planning condition(s). Discharge of condition 3 on W/34047 (Nesting site for swallows). Llwynpiod, Login,Whitland for Steve Sunderland, Llwynpiod, Login.
W/34418 – Prior notification – Agricultural or Forestry Development, portal frame shed for cattle housing in winter at Maes Y Deri, Llanboidy. For Mr Dewi Morgan, Maes Y Deri Llanboidy.

Any Other Business
It was reported that there is a dip in the road above Pen Y Bont on the bend.
J Gibbin reported that he had received comments from people in Cefn Y Pant regarding the fact that nothing seems to be happening with the building at Swn Y Gan, Cefn Y Pant. The clerk was asked to chase C Atkins regarding this issue.
Concerns were raised regarding the sycamore tree on the entrance to Rhyd Y Felin in Llanboidy. It needs cutting down. The clerk to report to T Williams as this is on County Council land.
Just before Traveler’s Rest there is a tree in a poor state and it needs cutting down. N Phillips to be contacted and asked to cut down the tree.
J Kedward reported that there had been a near miss on the bridge by Rhyd Y Ceisiad hill. She wondered if there should be priority signs erected. To be reported to highways.
