Minutes of Llanboidy Community Council Meeting Held on Wednesday 2nd November 2016 at the Market Hall Llanboidy
Members Present:
Chairman – D Dent
Councillors Present – L Davies, Cllr. R Llewellyn, R Williams, J Gibbin MBE, J Kedward, D Phillips, S Thomas, N Thomas and H Phillips.
Apologies – J Rees
The minutes of the previous meeting were adopted as a true record; proposed by S Thomas, seconded by R Williams and agreed by all.

Matters Arising
1. Traffic near the school
Cllr. R Llewellyn reported that a meeting was held on 21.10.16 where a full survey was carried out. He received a report where it had been recommended that round top humps be erected to slow down vehicles and the speed outside the school should be reduced to 20 miles per hour.

2. Empty Properties- Penybont Cottages
Bat license has been issued. Work has commenced. Matter closed.

3. Glanrhyd, Rough road to Plas Y Bwci and Parsonage Hill
This had been reported to T Williams. A response had been received stating that the construction gang had now moved into the area; these sections will be considered for top dressing next season.

4. Horse/Children warning signs
Cllr R Llewellyn and J Kedward are meeting with J McAvoy at 8am next Monday.

5. Extension of pipe and standing water at Trebleidded Junction
Response from T Williams; Minor works sheet in system for remedial works to be carried out shortly.

6. Drain on the left hand side of the road past Penrhallt, Llanboidy
Response from T Williams; Minor works sheet in system for remedial works to be carried out shortly.

7. Development at Rhiw Las, Abbey Road
Cllr R Llewellyn has requested a meeting with the officer to ascertain what the outcome from the objection was.

8. Pavement between upper and lower village
The petition is now on the Social Club facebook page. Nicola Smith and an engineer had been out to view the area on 21.10.16 and the safe routes in the community application has been submitted.

9. Signposts for footpath
Cllr R Llewellyn had spoken to Emyr Davies and he reported that he was aware of the situation with the signs and that he would re-look into having them replaced. He also commented that the signs had previously been replaced but had been taken.

10. Access around Market Hall Llanboidy
The plans have been sent but no further correspondence received.

11. Unsuitable for motor Vehicles’ sign for Rhiw Serth
Cllr R Llewellyn to discuss with J McAvoy during their meeting on Monday.

12. Blocked drain at Beili Mawr
Response from T Williams; minor works sheet in system for drain to be renewed.

13. Dangerous holes on the left passed Maencoch
Response from T Williams; remedial works have been added to the works programme.

14. Narrow between Plasback and Glan Afon
Response from T Williams; remedial works have been added to the works programme.

15. Planning at Cilerwydd
D Phillips declared an interest. D Phillips reported that he had been informed that he would have to pay the fees. Matter closed.

16. Blocked drain opposite Soar Cottage
Response from T Williams; this has been inspected and the proposal is to change two covers and new reinstatement around them. This works has been added to the works programme.

17. Narrow road at bottom of Ddol hill (narrow on turn)
Response from T Williams; a patching sheet has been added to the works programme.

18. Large Beech Tree and Glan Yr Afon
No further developments.

19. Overhanging hedge between Llaindelyn and the cross roads
J Pearce has been informed.

20. Display in car park
The clerk has not had an opportunity to do this as of yet.

21. Dip in the road past Penrallt (up from drain)
Response from T Williams; a patching sheet has been added to the works programme.

22. Uneven surface outside Glan yr Afon (ST. Clear’s side)
Response from T Williams; this section has been referred to our needs assessment unit for consideration for inclusion in next year’s resurfacing programme.

23. Defibrillator
D Phillips reported that he would be informed the next time that funding becomes available.

24. Dip in the road above Pen Y Bont on the bend
This has been reported to J Pearce and the work has been completed.

25. Swn Y Gan, Cefn y Pant
The clerk reported that Carl Atkins had replied to her email stating that there had been issues with the builder due to pull the building down. If the building is not removed by the end of the year an enforcement notice will have to be served.


26. Sycamore tree at Rhyd Y Felin
This has been reported. It was also reported that the hedge had been cut outside of the public conveniences; thanks to Eifion Griffiths.

27. Near miss on Rhyd Y ceisiad bridge
A meeting will be held on Monday on site to discuss the issue.

Planning
W/34616 - Full Planning. Multipurpose agricultural building at Fforest Farm, Whitland for Mr A Windsor. No objections or queries.
W/3428 – Overhead line. HV overhead line diversion, including dismantling a section of line and erection of new line with poles and stays at Brackendale, Cwmfelin Boeth for Western Power Distribution. No objections or queries.

Accounts for Payments
Llanboidy market Hall – £150.00 (10 meetings at £15.00/meeting). Payment proposed by S Thomas, seconded by R Williams and agreed by all. Cheque no. 000777.

K Adams - £800 for grass cutting. Payment proposed by N Thomas, seconded by J Gibbin MBE and agreed by all. Cheque no. 000776.

Any Other Business
H Phillips reported that there are potholes on the bridge by Ddol and the road has sunk by the bridge. There is also a pothole beginning to form by Waunfawr.
R Williams reported that he had received a request asking if the proprietor of the first bungalow in Rhyd a Felin could cut a few trees back behind the building. Permission granted.
R Williams asked that a thank you card be sent to Mrs Hoad for the work that she has done with the flowers in the lower village.
D Phillips would be turning Llanboidy Christmas lights on Sunday 4th December.
S Thomas was concerned about the work vehicles that are parked outside the substation up from Whitland roundabout posing a risk to road users.
The accounts for the period between 01.04.16 – 30.09.16 were presented to the council (see separate sheet).
The clerk reported that she had received correspondence from the Pension Regular regarding the onboarding of employees onto the Pension Scheme. As all employees earn less than £112 the council doesn’t have to provide a pension and its employees are not obliged to contribute. A letter would be send to all employees confirming the above.
