Minutes of Llanboidy Community Council Meeting Held on Wednesday 4th January 2017 at the Market Hall Llanboidy
Members Present:
Chairman – D Dent
Councillors Present – J Gibbin, H Phillips, S Thomas, Cllr R Llewellyn, N Thomas, R Williams and D Phillips.
Apologies – J Kedward, J Rees and L Davies
The minutes of the previous meeting were adopted as a true record; proposed by N Thomas, seconded by R Williams and agreed by all.
Declarations of Interest
D Phillips – Planning at Cilerwydd
Matters Arising
1. Traffic near the school
No work has been carried out as of yet.

2. Empty Properties- Penybont Cottages
Bat license has been issued. Work has commenced. Matter closed.

3. Glanrhyd, Rough road to Plas Y Bwci and Parsonage Hill
As previous meeting; the areas will be considered for top dressing next season.

4. Horse/Children warning signs
An application for horse warning signs has been received. It was reported that there was a near miss by Maesgwyn recently. D Phillips questioned whether the Community Council could purchase the signs themselves. The council wanted it recorded that they are extremely concerned about this situation especially due to the number of young riders in the area and the lack of bridal paths.

5. Extension of pipe and standing water at Trebleidded Junction
As previous meeting; work due to be carried out shortly.

6. Drain on the left hand side of the road past Penrhallt, Llanboidy
Work complete; matter closed.

7. Development at Rhiw Las, Abbey Road
Cllr R Llewellyn is due to meet with Kevin James regarding the work that was due to be completed on the entrance.

8. Pavement between upper and lower village
The council had received a letter from Angela Burns which included a letter from Stephen Pilliner (Head of Transport and Engineering). It explained the means of assessing and prioritising requests received in regards to footway and highway amendments. It also states that there are two requests that are included in the current review exercise; C3201 – footway provision required between Gosen and Rhydfelin and C3201 – road widening improvement near school / reconfiguration of parking arrangements at the school.

9. Signposts for footpath
No developments.

10. Access around Market Hall Llanboidy
The clerk had received correspondence from Carwyn at Edward Perkins stating that the plans had been mislaid. The Clerk would send the plans across again.

11. Unsuitable for motor Vehicles’ sign for Rhiw Serth
The sign is on order.

12. Blocked drain at Beili Mawr
Work complete; matter closed

13. Dangerous holes on the left passed Maencoch
The gutters along the road have been opened and some tarmac has been put down.

14. Narrow between Plasback and Glan Afon
No developments.

15. Blocked drain opposite Soar Cottage
A larger drain has been build lower down from the original drain. The chippings now need replacing.

16. Narrow road at bottom of Ddol hill (narrow on turn)
No developments.

17. Large Beech Tree and Glan Yr Afon
No action has been taken as yet.

18. Overhanging hedge between Llaindelyn and the cross roads
Work complete. Matter closed

19. Display in car park
The clerk has not had an opportunity to do this as of yet.

20. Dip in the road past Penrallt (up from drain)
The dip is still there. Cllr R Llewellyn to chase with T Williams.

21. Uneven surface outside Glan yr Afon (ST. Clear’s side)
As previous meeting; will be included in next year’s refurbishment programme.

22. Defibrillator
D Phillips had received a phone call before Christmas stating that money should be available again in April.

23. Dip in the road above Pen Y Bont on the bend
It was reported that the work has not been completed.

24. Swn Y Gan, Cefn y Pant
No developments.

25. Sycamore tree at Rhyd Y Felin
The tree has been trimmed and the area tidied. Matter closed.

26. Near miss on Rhyd Y ceisiad bridge
The meeting was held on site and a plan had been received indicating a suggested priority give way system. It was agreed that a visibility assessment should now be carried out.

27. Dre Fach Bridge
H Phillips reported that there are potholes on the left past the bridge (towards Waunfawr). There is also a pothole beginning to form by Waunfawr.
28. WPD substation up from Whitland
The clerk was asked to contact WPD to request that their vehicles be parked further in. Cllr R Llewellyn had stopped with some workmen as he was passing and asked them to move their vehicles, which they did and since then the situation seems to have improved.

Correspondence
Western Power Distribution - Certificate for unmetered supply for the connection of the Christmas Lighting
Pwyllgor Cymuned Llanglydwen – Thanks and receipt for £500 grant awarded.
SWALEC – Quarterly DD charges, £26.78.
Mid and West wales Fire and Rescue Service – Review of stakeholders information.
Carmarthenshire County Council – Precept remittance - £5451.62.
Carmarthenshire County Council – Information regarding the upcoming election.
Whitland Town Council – Request to include the Abbey Ruins to be included in the Community Council’s insurance. Clerk to contact the insurance company to ascertain if this would be at an additional cost.
Y Cardi Bach – Letter of receipt and thanks for £250 awarded.
Carmarthenshire County Council – Consent to erect, maintain, operate and remove decorations between 8th December 2016 and 12th January 2017.
Carmarthenshire County Council – Precept Requirements for 2017/18. The councillors worked through the precept for next year and it was agreed that an amount of £15,424 would be requested. A breakdown and workings of this can be viewed on the sheet attached.

Planning
W/34889 – Full Planning for a proposed two storey double garage at Bryn Afon Mill, Login for Mr Paul Evans. No objections or queries.
Appeal by Mr Stephen Thomas against the decision of Carmarthenshire County Council to refuse planning permission for the installation of a 225kw wind turbine on land at Blaenpant. Blaenwaun. No objections or queries.

Accounts for Payments
Wales Audit Office – £231.00 invoice for the audit of 2015/16 accounts. Payment proposed by J Gibbin, seconded by N Thomas and agreed by all. Cheque no. 000782.
Whitland and Llanboidy RBL – Payment for the Remembrance Wreathe at a cost of £18.50. Payment proposed by S Thomas, seconded by N Thomas and agreed by all. Cheque no. 000781.
DP Building Supplies – Christmas light bulbs at a cost of £457.20. Payment proposed by S Thomas, seconded by H Phillips and agreed by all. Cheque no. 000783
Caretaker’s salary (October to December 2016) - £691. Payment proposed by J Gibbin, seconded by N Thomas and agreed by all. Cheque no. 0007778.
Clerk’s salary (October to December 2016) - £300. Payment proposed by J Gibbin, seconded by N Thomas and agreed by all. Cheque no. 0007779.
HMRC – Tax on Clerk’s salary - £75. Payment proposed by J Gibbin, seconded by N Thomas and agreed by all. Cheque no. 000780.

Any Other Business
H Phillips reported that the road is narrow as it is shrinking on both sides between Cross Inn and Blaensarngoch.
R Williams reported that there are potholes starting to form by Maesgwynne Lodge.
J Gibbin reported that the drains have been opened between Nebo and Ffynnonwen.
It was reported that all proprietors were pleased with the work completed outside Plas Y Bwci.
D Dent thanked H Phillips for cutting the grass around the letter box.
The councillors worked through the risk assessment and it was adopted for 2016/17. It was suggested that all previous minutes be kept in the hall in the; this would be requested in the next hall meeting. The councillors would have a look to see if they could find a fire resistant case for the minutes.
The clerk reported that the Caretaker should be receiving a minimum of £7.20/hr in order to comply with the National Living Wage. It was agreed that she should be paid £7.20 from now on and her pay should be backdated to the 01.04.16. The back pay would be included in the cheque she will receive at the end of this financial year.
