Minutes of Llanboidy Community Council Meeting Held on Wednesday 1st February 2017 at the Market Hall Llanboidy

Councillors Present – L Davies, H Phillips, S Thomas, D Dent, J Rees, J Kedward, R Williams and Cllr. R Llewellyn.
Apologies – N Thomas and D Phillips
The minutes of the previous meeting were adopted as a true record; proposed by H Phillips, seconded by R Williams and agreed by all.
Declarations of Interest
No declarations made.
1. Traffic near the school and Footpath between upper and lower village
As reported previously a survey has been carried out and it advised that round top humps and 20 mile limit signs be erected. The footpath between the upper and lower village has been included in the scheme as a priority.
2. Glanrhyd, Rough road to Plas Y Bwci and Parsonage Hill
As previous meeting; the areas will be considered for top dressing next season.
3. Horse/Children warning signs
J Kedward was given the application form to complete; she was also going to give a copy to Maesgwyn stables.
4. Extension of pipe and standing water at Trebleidded Junction
A worksheet has been issued.
5. Drain on the left hand side of the road past Penrhallt, Llanboidy
The rain water is running down the road and not going into the drain.
6. Development at Rhiw Las, Abbey Road
Carl Atkins has been asked by Richard Jones to register an enforcement complaint. Helen Rice has taken on this case.
7. Signposts for footpath
Emyr Davies has erected signs on numerous occasions but they have all been removed. L Davies to check with R Davies about this.
8. Access around Market Hall Llanboidy
Plans had been re-sent to Carwyn. R Williams reported that a valuer had been out to have a look.
9. Unsuitable for motor Vehicles’ sign for Rhiw Serth
The sign is on order.
10. Dangerous holes on the left passed Maencoch
Tarmac has been put down beyond Maencoch towards Llechclawdd but not between Cross Inn crossroads and Maencoch.
11. Narrow between Plasback and Glan Afon
12. Blocked drain opposite Soar Cottage
Chippings have been replaced but have been washed away by the heavy rain. Rain water is coming out of West Regwm entrance down the road and missing the drain.
13. Large Beech Tree and Glan Yr Afon
No action has been taken as yet.
14. Overhanging hedge between Llaindelyn and the cross roads
Work complete. Matter closed
15. Display in car park
Clerk has spoken to relm signs and sent pictures of the signs that need replacing. A representative will come out to have a look at the sign and will then be able to give a price.
16. Dip in the road past Penrallt (up from drain)
T Williams will inspect the dip and any other work that needs completing will be put on the works programme.
17. Uneven surface outside Glan yr Afon (ST. Clear’s side)
As previous meeting; will be included in next year’s refurbishment programme.
19. Dip in the road above Pen Y Bont on the bend
20. Swn Y Gan, Cefn y Pant
21. Near miss on Rhyd Y ceisiad bridge
The road narrowing sign will not be replaced until the visibility assessment has been completed; it will then be decided what sign needs to be erected.
22. Dre Fach Bridge
T Williams will inspect and it will be added to the works programme.
23. WPD substation up from Whitland
The clerk has reported the issue to WPD; they informed her that all workmen would be informed.
24. Narrow road between Cross Inn and Blaensarngoch
This has been reported.
25. Potholes by Maesgwynne Lodge
Potholes have been filled. Matter closed.
26. Fire Resistant case for minute books
S Thomas was going to look into this further.

British Heart Foundation – Information letter and request for financial assistance. None awarded.
Tenovus – information letter and request for financial assistance. None awarded.
Simon Hart MP – Posters for 50+ fair in Tenby in February.
Menter – Information regarding a new new project that aims to reduce fuel poverty in Carmarthenshire’s Communities: Local energy Action.

Any Other Business
R Williams reported that the owner of the chip van parked outside Castell Bach at present is living with his mother; he will be moving soon.
The annual dinner will be held in Nant Y Ffin on 21.04.17.
The council budgets for the period between 01.04.17 and 31.12.17 were presented to the council. (See attached sheet). All Precept payments have now been received.
