Minutes of Llanboidy Community Council meeting held on
Monday, 13th July, 2009 at the Market Hall, Llanboidy.

Chairman - J Rees

Councillors Present - J Lewis, H Phillips, L Davies, R Williams, S B Thomas, D Phillips, Cllr R Llewellyn

Apologies- WJ Davies, J Gibbin, R Davies

Local Licensees
Cllr J Rees gave a brief background as to the reason for the invitation of the local licensees to attend the meeting. He stated that complaints had been received from residents on noise levels late at night which may be as a result of people leaving the licensed premises within the village. The licensees accepting that there had been problems with noise levels suggested that a number of people return late at night from other towns and villages over whom they had no control. They also stated that they would monitor the situation within their own establishments. A discussion was held on the matter and a number of questions were asked. Cllr J Rees then thanked the three individuals for attending.

The minutes of the previous meeting where then accepted as a true record

Matters Arising
1 - Footpaths
Cllr R Llewellyn reported that matters were on-going regarding obtaining grants from different sources and that plans were underway to appoint rangers that would be responsible for specific length of footpaths. He also stated that there was an intention to also use local contractors to undertake footpath maintenance.
Cllr R Llewellyn stated that he would contact Cllr R Williams to discuss matters that needed urgent attention.

2 - Overhanging Branches
Cllr J Rees stated that he had contacted the owners who were concerned about damaging BT lines in the trees but to date no work had been carried out. After a discussion it was decided that the clerk should report the matter to BT.

3 - Building Land - Development Site
A meeting had taken place as regards the demolition of Aelybryn to gain access to potential development land behind the property.
Cllr R Llewellyn reported that two residents wanted to discuss matters with the Highways officer.

4 – Groesffordd
Cllr L Davies stated that the hedge opposite Awelfryn required cutting. Cllr D Phillips reported that the owner will address the matter by the end of the summer.

5 – Recycling
Cllr J Gibbin reported that the recycling lorry does not visit all properties within the area. The clerk reported that Cllr Gibbin had informed him that no recycling bags had been delivered to the residents. Cllr R Llewellyn reported that the he would take up the matter with the local authority

6– Plasybwci – Maesgwynne
Cllr J Lewis reported that there was a large drop from the roadside onto the verge which was dangerous to road users.
It was reported that the work had been carried out.

7 – Clunperfaith and Rhydyceisiad Hill
Cllrs S B Thomas and R Williams reported on the lack of safety barriers at the above locations. It was reported that the road had been resurfaced but Cllr R Llewellyn reported that he will further discuss the matter with the Area Surveyor.

8 – Bridge near Y Felin
Cllr R Davies reported that tarmac had been eroded at the above location and needed repairing. Cllr R Llewellyn stated that he would take up the matter withy the County Council. It was reported that the work had not been carried out.

9 – Recycling Bins
Cllr S B Thomas reported that the above were not being emptied as often as was required. He stated that plastic bags were being left as the bins were full. Cllr R Llewellyn also reported that large boxes of bottles were being lefty at the site.
It was decided to ask the local authority whether a sign could be erected to inform the public not to leave items in the car park.

10 – Caravanette in Car Park
Cllr SB Thomas reported that a caravanette had been parked in the car park for some time and didn’t seem to be in use.
Cllr R Llewellyn reported that it was the community council’s responsibility to remove the vehicle. Cllr R Llewellyn reported that he was awaiting information from the legal department of the County Council

11 – Hole in Road nr Penygaer
Cllr J Rees reported that a hole had appeared in the road at the above location. After discussion it was decided that Cllr D Phillips discusses the matter with Cllr R Llewellyn.
It was reported that the work had not been carried out.

12 – Ffoswinau – Pantygorffwys
Cllr R Davies stated that the above stretch of road required resurfacing.
It was reported that some work had been carried out but further work was required. Cllr R Llewellyn stated that he would investigate the matter.

13 – Glanyrafon
Cllr D Phillips reported that after rainfall, water gathered opposite the above location. He stated that he had already discussed the matter with Cllr R Llewellyn and that the County Council had agreed to undertake relevant work at the location. Cllr R Llewellyn stated that he would follow up the matter.

14 – Public Convenience, Llanboidy
Cllr S B Thomas reported that the front door and outside required cleaning. And that a ‘Public Convenience’ sign be erected on the building. After discussion it was decided that the Clerk reports the matter to the local authority.

15 – Traffic near School
Cllr D Phillips expressed his concern as to the lack of parking near the school and to the danger caused by vehicles speeding down the hill.
Cllr R Llewellyn reported that the he had discussed the matter with the County Council but response had been slow. Cllr R Williams suggested that a ‘flashing’ 30mph sign be erected and that the Community Council meet part of the cost. Cllr Llewellyn sated that he would investigate the matter.

16 – Road between Castell Pigyn and Llanboidy
Cllr L Davies reported that the above road needs trashing. Cllr R Llewellyn stated that he had reported the matter to the Area Surveyor and stated that work would be undertaken.
It was reported that the work had bee carried out

17 – Castell Bach, Llanboidy
Cllr R Williams reported that the tenants of the above properties had stated they were unable to access parking areas allocated to them. After a discussion, Cllr R Llewellyn stated that he was waiting for information from the County Council as regards access rights.

18 – Railings on Bridge, Llanboidy
Cllr D Phillips reported that he received a proposal that the above railings needed maintain and painting. A quote of £975 had been received to carry out work. After a discussion it was decided to ask the County Council whether it was their responsibility for carrying out repairs and maintenance of the bridge

19 – Fishers Arms – Abbey Footpath
Cllr R Davies reported that signs on the above path were unclear and that walkers often took the incorrect route. After a discussion, Cllr R Llewellyn stated that he would take up the matter with the local authority. It was unsure whether the issue was resolved. It was decided to discuss at the next meeting.

Correspondence
The Clerk reported that the following correspondence had been received:

Planning Applications
1 – Erection of storage shed, extension to site area etc.

There was no objection to the above application

Accounts for Payment
1 – Ashdale Lifting – Xmas lights testing - £143.75 (cq no 509)
2 – Zurich Municipal – Insurance 09/10 - £664.24 (cq no 510)

Any Other Business
1 – Road between Cefmbrafle and Cefnypant
Cllr J Gibbin reported via the clerk that the hedges on above stretch of road required trashing. Cllr R Llewellyn stated that he would take up the matter with the County Council.

2 – Llanboidy Plinth
Cllr S B Thomas stated that the plinth and the area surrounding it required cleaning and the grass cut. After a discussion on the matter, it was decided that Cllr J Rees arrange a date for all to meet to carry out relevant work.

Re: recycling
(point 5) Yes, the recycling bins haven't been extended to the Friday route which goes out to Cefn y Pant chapel and beyond. I've been in touch with the county council a few times about this, after seeing a report that recycling collections had been rolled out for Llanboidy. I was told that it was because the larger recycling collection lorry couldn't cope with some of the smaller roads on the route. I was in touch again last week and was told that there were no plans to do recycling collection on this route at the moment, but that it was hoped that all of Carmarthenshire would have recycling collections by early next year. How they are going to achieve that, with nothing planned at the moment, seems a little ... optimistic.
(point 9) instead of putting a sign up (big deal!) why not get the recycling skips emptied when they need it? Or perhaps these are bags from people not on the recycling collection round? It would also be good if the skips didn't require you to post bottles and cans in one at a time, although I recognise that it's a standard design and why. And no, I'm not one of those who leaves boxes and bags next to the skips. I stand there posting things merrily through the little holes. With apologies to those living next to the car park for the associated noise. :roll:
