Minutes of Llanboidy Community Council meeting held on
Tuesday, 2nd February 2010 at the Market Hall, Llanboidy.

Chairman - J Rees

Councillors Present - J Lewis, L Davies, J Gibbin, H Phillips, R Williams, D Phillips, WJ Davies, Cllr R Llewellyn

Apologies- R Davies, S B Thomas

The minutes of the previous meeting where then accepted as a true record

The Chair expressed a speedy recovery to Cllr S B Thomas who had recently been hospitalised

Matters Arising
1 - Overhanging Branches
Cllr J Rees stated that a great deal of work had recently been undertaken and that the work had been carried out to a high standard. It was decided after a discussion to monitor the situation.

2 – Public Convenience, Llanboidy
Cllr S B Thomas reported that the front door and outside required cleaning. And that a ‘Public Convenience’ sign be erected on the building. It was reported that the sign had not been erected.

3 – Traffic near School
Cllr R Llewellyn gave details of the latest position and stated that the work would probably be carried out during the new financial year. It was also reported that Nerys Evans AM had sent communication to the local authority regarding the situation

4 – Llanboidy Plinth
Cllr J Rees reported that a site visit would be organised in the near future.

5 – BT Posts at Llaindelyn
Cllr R Llewellyn reported that BT had stated that there was no problem in the position of the post and that the local authority would place reflectors on the post. It was stated that reflectors had not been placed on the post.

6 – Cefnbrafle/Cross Hands Sign
Cllr J Lewis reported that the above sign had not been replaced after a recent accident. Cllr R Llewellyn reported that the sign had been ordered and should shortly be replaced. Cllr J Lewis reported that the sign had not been replaced

7 – Lan Crossroads
Cllr R Williams reported that a sign was need at the above location together with a ‘Slow’ sign on the road as it was currently dangerous to road users. Cllr R Llewellyn stated that he had discussed the matter with the Area Surveyor and that signs would be placed on all sides of the junction

8 – Lamp outside Church wall
A discussion was held on the matter where it was resolved that a number of trees within the church boundary required trimming. Cllr J Rees reported that he had met with the vicar and that he had agreed that the Council can undertake any work as necessary

9 – Bridge, Lower Village, Llanboidy
Cllr WJ Davies reported that the riverbed at the above location had not been cleared for a number of years. The clerk reported that he had been informed by the Environment Agency that the situation was being monitored. After a discussion it was reported that grass was growing in the middle of the river.

10 – Letter re: Woodland
The Clerk read a letter received from the owners of Maesgwyn regarding a proposal for the common land owned by the Council. A discussion was held on the matter and it was decided that Cllr J Rees contact the owners of Maesgwyn and invite them to visit the site before any decisions are made.

11 – Sunnyhill/Pistyll Llefrith
Cllr J Rees reported that he had received a letter of complaint from owners of properties at the above location regarding the state of the road and that unsuitable vehicles used the stretch of road. Cllr R Llewellyn also reported that he had been in discussion with the owners during the recent inclement weather. He also stated that he had visited the site with the Area Surveyor and that the local authority had spent a great deal of money in trying to alleviate the problem. He stated that he would visit the site with the Area Surveyor. After a discussion on the matter it was decided that the clerk responds to the letters received

12 – Cwrt y Celyn
Cllr L Davies reported that water seeped onto the frontage of the above property. It was reported that the work had been carried out.

13 – Pavement in Llanboidy
Cllr R Llewellyn gave a report on the current position of this proposal. After discussion Cllr D Phillips reported that there would be no objection on having to cross the road once.

1 – Proposed agricultural dwelling and garage

Any Other Business
1 – Street lamp nr Piccadilly Sq
Cllr J Rees reported that the lamp was not working. It was decided that the clerk reports the matter to the local authority.

2 – Public Footpaths
Cllr R Llewellyn gave the current position. He stated that the County Council had received funding to appoint 9 new staff including 5 rangers. Each ranger would be responsible for a particular area one of which would cover Llanboidy.

3 – Maesgwyn Lodge – Llysycoed Area
Cllr J Lewis reported that water seeped across the road at the above location due to a hedge having collapsed. Cllr R Llewellyn reported that a ditcher was currently working in the area and that the work to alleviate the problem should be carried out as soon as possible.

4 – Y Ddol, Llanboidy
Cllr H Phillips reported that a gutter had blocked. Cllr R Llewellyn stated he would discuss the matter with the Area Surveyor.

5 – Sarnau. Llanboidy
Cllr L Davies reported that the road near the above property was in a bad state of repair. Cllr R Llewellyn stated he would discuss the matter with the Area Surveyor.

6 – Thanks
Cllr D Philips expressed his thanks to Cllr R Llewellyn and staff of the local authority on responding to his call to assist two elderly residents of the village on Christmas Day.

7 – Lamp between Gosen and Bush, Llanboidy
Cllr D Phillips requested that a quote be received to install a new lamp at the above location. After a discussion it was decided that the clerk contacts the local authority.
